When you register a domain for development, and you update the DNS settings to match your hoster:

1) If you already entered the URL before changing DNS, it will take around 6 hours to delegate;
2) If you haven't entered URL yet, it will take a while to load the first time, then it's quicker.

Is this because the first time you visit a URL, the ISP caches DNS settings of a domain, and then when you visit it later it already knows where to look for the site? So, therefor, if you changed DNS and go there again, it'll take awhile for your ISP to retrieve fresh DNS cache (around 3-6 hours)?

This works on multiple registrars, so it's not just GoDaddy :p

Yes this is probably because of the cache at your ISP.
