DEPARTMENT OF PETROLEUM RESOURCES (DPR)
PLOT 7, KOFO ABAYOMI STREET,
VICTORIA ISLAND,
LAGOS - NIGERIA.

Dear Sir/Madam

I got your reference from your country's internet directory. I hope you would know the essence of my contact with you. I sincerely promise that the deal is100% risk-free to both sides, hence our top powers to execute it.

My names are, MR.JOSEPH ANYANWU, Head of the above . My term of reference involves the award of contracts to multinational companies. My office is saddled with the responsibility of contract award, screening, categorization and prioritization of projects embarked upon by Department of Petroleum Resources (DPR) as well as feasibility studies for selected projects and supervising the project consultants involved.A breakdown of the fiscal expenditure by this office as at the end of last fiscal quarter of 2006 indicates that DPR paid out a whooping sum of US$2B (Two Billion United States Dollars) to successful local and foreign contractors. The DPR is now compelling beneficiaries to be paid for this first Quarter of the year 2007. Pls take a look at this article:http://www.businessdayonline.com/c=132&a=7129.

You can also browse on my department's website; www.dprnigeria.com The
picture inset is my recent photo. The crux of this letter is that the finance/contract department of the DPR under my instruction deliberately over-invoiced the contract value of the various contracts awarded. In the course of disbursements, my
department has been able to accumulate the sum of $500M (Five hundred Million U.S Dollars) as the over-invoiced sum. This money is currently in a suspense account of the DPR account with the Debt Reconciliation Committee (DRC)

We now seek to process the transfer of this fund officially as contract payment to you as a foreign contractor, who will be fronting for us as the beneficiary of the fund. In this way we can facilitate these funds into your nominated foreign account for possible investment abroad. We are not allowed as a matter of government policy to operate any foreign account to transfer this fund into. However, for your involvement in assisting us with this transfer into your nominated account we have evolved a sharing formula as follows:

(1) 30% for you as the foreign partner
(2) 65% for I and my colleagues
(3) 5% shall be set aside to offset expenditures

We shall be relying on your advice as regards investment of our share in any business in your country. Be informed that this business is genuine and 100% safe considering the high-power government officials involved.
Send your private fax/telephone numbers . Upon your response through email first. we shall provide you with further information on the procedures. Feel free to do so please. All enquiries should be directed to me.Looking forward to a good business relationship with you. All confidencial emails to only my private email address:[email protected]
Sincerely,

MR.JOSEPH ANYANWU

Director, DEPARTMENT OF PETROLEUM RESOURCES (DPR).

I'm half nigerian, half american, and i've lived in nigeria for 15 years +. These scams have really damaged nigerians' reputation, and i think its slightly overrated. Nigeria has 140m + people, but most nigerians are illiterate(sad, but true). Nigeria barely has 20% solid literacy, and these "scammers" are just a bunch of lazy, cunning, desperate people who try to seduce foreigners into dumping money on them using email. Only dumb people fall for this crap! THe number and ration of people doing this in nigeria is quite small, but when people hear "nigeria", they think scamming, but those trained hackers over there in Russia/estonia/romania are worse, because they are more skilled, and there are more of them(higher literacy and education level), and they generally are capable of doing more damage. All i'm saying is, these nigerian scams are stupid and annoying(yes, i have gotten a bunch, and i get upset), but its just a little easier to delete the email, and forget about it.

I agree with Kemjika11. These scammers have really damaged the reputation of Nigeria, and even all of Africa.

But Kemjika, simply forgetting about it is easier said than done. Many of us in here are experienced with the WWW. Many of us can identify scam emails by just reading the title. But let's not forget there are still new users out there that fall victim to such scams.
