Hypertext in PMs

When replying to PMs, I've noticed that the quoted PM is automatically enclosed in QUOTE tags, but the tags are not actually rendered when you view the PM. The same is true for other tags like email in PMs. They just show up as tags in square brackets. A decision ought to be made one way or the other: either PMs are plain text, in which case there shouldn't be any QUOTE tags; or PMs are hypertext (just like the forums), in which case the tags should be rendered properly. Leaving unrendered tags in the text is not really a good compromise.
