If you want a "website" you will need a domain name and hosting. If you just want to make a "webpage" (a page on an already existing site) there are many sites to choose from...

Buying a book about HTML programming language with sections about how to put your pages on the web (FTP)is very useful. Most of this info will be useful no matter what you do as having these skills will get you out of scrapes even when using simplified systems. Unlike many computer books, one from the late 1990s or early 200s should serve you well provided that it is for HTML 4.

For hosing, BlueHost.com and HostGator.com are good, cheap options (~$5-7/month).

As with most things in life, a bit of learning will help a lot and give you the basis to progress further should you want to do that.

You can try to learn CMS such as Joomla or Wordpress, You don't really need to understand the program language to run CMS. you can find a tons turial about this CMS at internet, or you can buy books about them. But you will need hosting and domain to run this CMS.
Or, if you want something more easily, you can try free blogs at internet such as blogspot.com or wordpress.com .

w3schools.com is a good learning/starting point for web designing (html css). Try them out on your localhost which help you to learn quickly.
