Your question is a simple one, but unfortunately the answer is a very complicated one.
The first thing you have to do is understand that the learning curve can be steep and it is always an ongoing process. You have to have patience and be willing to make LOTS of mistakes, learn from them and not give up.
Next, you'll need to at least learn the basics of HTML, which you can do here (as well as many other sites):

Without learning and understanding HTML you will have a VERY difficult time creating and tweaking your pages to your liking.
There are any number of programs that can help "automate" the process of building pages. These include well know web authoring prgrams such as Dreamweaver (expensive) & FrontPage. There are also plenty of freeware programs that will help handle the basics such as W3's own
Amaya,
HTML-Kit,
Kompozer, as well as many others. None of these are "perfect" and they all have their pros and cons, but they can be helpful/useful if you learn how to use them.

BUT REMEMBER, unless you understand HTML you will not understand what it is that these programs are doing nor be be able to create a site that is intelligent, attractive or functions properly.
You could also look in to using "prebuilt" scripts such as
Joomla,
Wordpress, etc, along with their many available Templates -- but unless you understand HTML, you'll never get your site to look and function the way you want.
Aside from the above and a domain name, you will also need webhosting on which to "publish" your new website. What type of webhosting and what services you will need from it is a whole different question to be tackled -- and presents a whole different set of challenges and learning curve.
For now, just concentrate on learning HTML and then you can move forward once you understand things. People here (and on many other forums) will be happy to help you as long as you really work on learning things on your own.
