How do you set up a page which offers RSS feed.

I wish to set up a website where I can allow people to add their RSS feeds.

How am I suppose to go about doing this?

How difficult is this?

and if i get someone to do it, how much would it cost?

open a simple directory and instead of "website links" ask for people to put their "rss links"
