How do you know when a domain was first created?

I am just curious how do you know when a domain was first created I have a domain that has an 1997 history on the wayback machine City-of-chicago.com
how do you find out when it was first created and who owned the domain first. I used domain tools and archive.org but these only find out when the domain first got indexed
