How do I learn web design?

I want to develop some of my domains into nice-looking web pages (not the poor-quality ones I make with Microsoft Publisher). I am in awe of the pages I've seen many NP members design.

What is the best way for me to learn how to design & program websites?

I am a very experienced PC user, but I don't know PHP from Perl from JavaScript ...

Should I try to learn from a book / CD? Should I take an online course? What's your best advice?

i can say that you can search in google and search for the tutorials and from there you will find some good links where you can learn web designing esily

i would recommed a book for html , xhtml and css . if you learn these languages you'll be able to create awesome pages and sites . you don't need to know these languages very well , you only need to understand them .
while you're still a beginner , download free templates from oswd.org and openwebdesign.com and edit them in Dreamweaver .

Thats just not how it works. I would rather recommend you to buy one cheap hosting / a free hosting somewhere and go play around with it. Reading books just dont work! If you are stuck with something just google it and someone would have written up about it somewhere.
