How can I improve this layout?

After another trip back to the drawing board, I came up with this design. This is the design I'm going to stick with so please give me some constructive criticism and not just the old "too crowded" or don't tell me to start a new design. How can I improve the current layout? the colours? etc

It looks nice. One thing you could do is remove one of the forum tabs. It's redundant, and the lower one with the globe goes to a 404 page. Also, you could see if you can integrate the forum with the rest of the site.

It looks good, however i believe the green header or such is in a too dark of shade, same for the submit button..

I also got the 404 Err
