I'm looking for the host that should meet the following criteria:

Space: 5 GB - 10 GB
Transfer: Whatever is reasonable, this will be a low traffic site mainly a blog for notes and thoughts.
Features: WordPress. I'd like ton's of choices for themes and the ability to upload themes.
Email/Webmail + IMAP.
Other: MySQL and PHP!
Domain: Free domain with a couple of sub-domains.
Panel: Anything thats simple and intuitive, I won't cry about not get cpanel.

The ability to take backups of the mysql database. There is no way I will lose the stuff I will store in this blog. This is technical information (programming, linux, windows stuff) that I will use for the rest of my career! I must have an easy way of getting a backup of the mysql db my wordpress schema is stored in.

Well that's all I need. Like I said this is a real low bandwidth site, but I can link back to you anyways to help your Google PR if only slightly. As for cost I have $29 in my paypal that I'd like to get me through the first year of hosting, but the feature set I am looking for is more important than that. If you could raise your budget, there will be ample of offers for you. Anyways IMO you should go for a shared hosting initially and then look for VPS or Dedicated when traffic to your website increases.

No kidding. Please read my requirements and stop with the canned responses when someone has specific requests.
