I am looking into building a site where a user(debtor) can monitor, manage and pay debts online.
along with a user(debt collector) can monitor, make offers, and manage debts online.
and moderator to watch/help with the process!

Any ideas or help will greatly be appreciative

If I were you I would look for an agile development team that has experience dealing with this sort of application. You may end up needing a lot of enterprise level solutions in place when you're dealing with financial information. Security will be paramount when dealing with customer's data, and that's always a tough road to travel down without experience. You'll also want to have some forward thinking applied to concepts like allowing different collections agencies integrate your services with theirs with a well structured api to add value.
