True, I'd work on the other ~199 that you can do for free without running out and buying a SSL certificate for your domain/IP. If you can't even get Page Rank to 95/98+, why even bother with this factor? Why even bother with proper on-site seo? If this is a cure all, everyone would have an SSL cert on every site. He never clarifies how heavy each one carries in weight, so you can speculate and say that SSL will be better than fixing all the little 'errors' Page Speed tells you to to achieve this rank. However, doing a little of everything will help you a lot more than securing your site IMO. Just look at heartbleed... that was secure.
