Just a minor change in Google's Webmaster Guidelines, but worth noting: The list of sample no-no's in the section on "Little or No Original Content" has been modified to include "Low Quality Guest Blog Posts".

My opinion (free, so take it for what it's worth
)
1) Search engine algorithms can detect bad spelling and grammar, evaluate how language is used, measure article length and reading level, and can tell if essentially the same or very similar content appears in other places. You shouldn't be posting anything that "fails" those tests on a site you care about to begin with.
Aside from that, quality is largely in the eye of the beholder.
2) It's no secret that they're trying to discourage guest blogging..
Draw your own conclusions, but personally I won't be losing any sleep over this.
