Currently, google domains is only opened for US customers, however you can use your local adress, as long as you have a US billing address for payment, you could use something like entropay for that if you have a us address, google seems pretty good, the only thing I don't like about google domains atm, is the fact that you have to wait 60 days to push domains, and I think that is reset when domain is pushed, I hope that policy gets changed, everything else seems good.
