Yes. For example, if you have two Godaddy accounts, it can be used once with each account. Some restrictions may apply.

Edit: I am 99% sure these work when transferring domains into GoDaddy, as well as new and renewal domains. It certainly works for .com and .org domains as I've done this myself a couple times now.
