Full PayPal account for resident from restricted country

Hello,

I'm residing in country where PayPal offers account with right to send money only (no right to receive money from other members - my PayPal account cannot operate as electronical wallet).

Is there any legal way how can I obtain PayPal account with full rights?

If paypal is not fully active in your country there is nothing you can do excpet ask for a friend you have in US to help you out with the funds transfer
