I have a forum HotTopics and would like to submit it to your directory, but I'm not sure where abouts it should go. Where should it go? Can you make new categories and etc?

I would suggest you to put your links in Forums in our directory. Although you can also additionally add it to other related categories but at the moment which the amount of post you are having, i would suggest going with forums only.

Well did you read the rules and terms for site approval.I am not asking for anything weird, sites with 0 or 1 pr should have links back.

Yea, but its still pr5 predicted directory. It wont hurt your ranking anyways.
