There are lots of free logo tool. You can use Logo maker, Logo Snap, Free Logo Services, Logo Yes, Cool Text and Mycroburst. All this tools are simple and easy to use.

GIMP is good tool. It is a open source tool that means you can download it without any charge. That means you if you non-technical person they can also download easily. GIMP tool can enhance the software with add on modules also.

Not completely free but yeah both are having free trial and feature list especially of QuickLogoDesigner is really impressive plus designing interface is quite easy as well.

Logaster.com creates really professional-looking logos (similar to those of BrandBucket). Only the small images are free, though.

You can go for QuickLogoDesigner. Tested on my own but it is a paid one however you can still download a free trial version.

Serif DrawPlus Starter edition - Is Free

There are some icons in there as well, not a lot in the free version as I remember, but enough to get you a quick shot logo.

You can export to .ai and .eps if needed. You will probablywant a transparent .PNG which can do as well.
