Well, some hosts, without naming any names, do specials like this to entice you to sign up, in hopes you will stay long term, but this is a risk for these hosts, as this is a 50/50 venture, half will stay, and half will leave after the special is over.
But to get to the point.
It does seem a lot of fly by nights pop up all the time, and this may or may not be their fault, a lot of people get into the business without doing research, and no knowledge of what the industry is really about. There are also a lot of people who think the best way to get customers is offer rediculas offers, as hoping to be the budget host, and make money off overloading a server (this is a sure fire way to close in a medium amount of time). Then their are those who think you can make good money off free hosts, but this is also incorrect. Very few free hosts make enough to cover the cost of a good dedicated server.
It is also beyond me, with all the articles and tutorials and such, posts on forums and what not these days, that anyone would even consider signing up with one of these companys, especially without researching the host, and thuroughly testing the support. I know there are some people out there than can not afford a high end host, but there are also just a lot of cheap people out there, that think the cheapist is best :lol:
And as to why people still start them, that is a something that they would have to anwser that, maybe reading to many get rich quick scam sites
