Fake PR

I have read this a few times, but people advertise their domains as having a real PR of X. OR that the PR of this domain is not fake. How does one go about faking a PR? What is a fake PR?

fake pr - is making your pr higher then it actually is on that domain i.e your domain sohuld have a pr 3 but it looks to have pr 5
