Well, I contacted ebay and said this member that did the chargeback and has -3 feedback needs to be kicked, and they actually replied with something usefull.

you may have about this user. If a detective is assigned to your case,
please ask them to contact us so that we can assist them with their
investigation.

2. Contact the credit card company involved to let them know about this
incident.
3. If the item has already been delivered, you should follow up with the
police in their area.

Investigation and the National White Collar Crime Center. The IFCC will
review and evaluate complaints and refer information to the appropriate

I have to say I was not expecting any help so this email was pretty good coming from the same company that runs paypal.
