If you happen to encounter an exact keywords domain name which has about 1500 exact search volume but only come with a net or org extension. Do you jump in and register the domain?

CloudIT.net 880 exact CPC $9.28

I don't think there is a magic formula for that.

Also if you register .net or .org, even with high exact search volume, you won't get any type-in traffic as you might with .com. So you have to put some minisite on it to get any traffic, in which case the search competition and the quality of your content and backlinks will define how much actual traffic share of that search volume you are going to receive

search volume is high on that domain, because it's the name of rock group.

otherwise, you'd get 0
