Escrow.Domains et al Not Licensed?

Looking for an alternative to Ecsrow. com 'cause of the horror stories.
Decided on escrow.domains. Did some googling. (Couldn't find any reviews).
It is not in the California's Department of Business Oversight.
I was browsing this thread- What do you look for in an Escrow Service?
And someone mentioned DBO. So I search the site for escrow.domains and nothing comes up. Then I stumble upon Online Escrow Companies. This is what comes up:

Only four companies were licensed.
Could someone explain this?
I'm novice, so I must have missed something.

Their website is called "Escrow.Domains" but not their business entity.

Scroll to the bottom of the page and you'll see "Greenberg & Lieberman, LLC."
