I am currently based in Israel and just purchased an eNom reseller account. On sending eNom tech support to message to kick my reseller API live, their risk management department shot me this message:

We have had so much fraud originated from various regions of the world, that we are unable to accept credit card transactions from the country your IP is in. I am sorry this affects even good people like you. However, here is what our Fraud Prevention Manager suggests we can do for you to approve your account specifically:
For your protection, you won't want to email this. Please fax the following to 425.974.4790 ATTN: Jennifer
1. We'll need your LOGIN name and be sure all contact information on the MY INFO page is complete and accurate.
2. We'll need a copy of the front/back of the credit card you want to use, plus the first page of your credit card statement showing name/address. For your security, please mask the card verificaiton number on the back as well as all but the last four digits of the credit card number.
3. A copy of account holder's photo ID - such as a passport or other government issued document.
4. Please provide a static IP, as we'll have to authorize you to access our site with that IP address.
Once all of that information is in our hands, we'll evaluate your information. Upon acceptance, we will email you that your account is approved.
Depending on when we get your documentation and information, we will do all that can be done to process and approve your account promptly; however, we cannot guarantee approval.

Has anyone else seen this before? I wish eNom would have informed me BEFORE I paid bucket-loads of money for a reseller account that I may be denied access to their API just because of my location.
Also, since I use a DSL hookup with a load balancer, my requests may original from one of two IP addresses depending on network conditions. And to complicate matters further, I plan on switching locations come 8/31. While in reality my IP shouldn't change often, I'd rather not have to swim 50 laps every times it does.
Sorry about the rant....I'm just afraid I've flushed a lot of money down the toilet. I will shortly post a list of the 10 registrars I've found that offer cheaper reseller accounts & APIs than eNom. I hope NP-ers consider find this information helpful.
