A reseller is indeed someone who will buy with the intent to resell at a higher price in order to make a profit.
Selling to an end-user involves finding someone who might be interested in buying your domain, and then approaching it.
One of my domains (sales women (dot) biz) was something I tried selling to an end user. Basically, I googled for those keywords and tried to find sites that had similar names, but they were either too long or just... not good :P I then messaged them and asked them if they'd be interested in buying the domain. It's tough work!
There are some key things when doing this. Be professional. Correct English, points laid out why they should get your domain, the beneefits that would follow from doing so and why their domain may not be the best one, and emailing them from an official email address ([email protected]) are helpful.

end user - someone who has real use and development plans and usually for keeps or for many years on the domain.
reseller - someone who buys/register domain for a profit when he resells it to the end user or another reseller.
