This is big news. It sounds like it may be difficult to figure out why a given part of your traffic is rated as high, medium, or low quality.
It sounds like you will be punished for sending users who do not buy - therefore, the more info about a product that you can show them before they click through to ebay, the more likely they will be to buy & your rating will be higher.
Is that how other folks interpret it?

Not necessarily a good thing. For one thing, there will be less transparency.

Generally, yes - sites that have a higher conversion rate will be rewarded. In theory, that is - in practice there could be mitigating factors.
