My Google webmaster tools/content analysis shows 4 URL Duplicate Meta descriptions

/entertainment/ghajini-aamir-khans-new-hindi-movie/
/entertainment/ghajini-aamir-khans-new-hindi-movie/comment-page-1/

/entertainment/shahrukh-khans-rab-ne-bana-di-jodi-is-the-biggest-releases-of-the-year-2008/
/entertainment/shahrukh-khans-rab-ne-bana-di-jodi-is-the-biggest-releases-of-the-year-2008/comment-page-1/

This 2 URL shows same content and comments, therefore Google penalize my blog (traffic reduced 800/per day to 30).

How to remove this URL - /comment-page-1/ (I am not creating this URL)

If you are sure that the content of your web site was original - do not hesitate to grab proves you have regarding that and contact google support and ask to help you.

Depends on your script that does creates the Meta tags for different pages dynamically.

What you need to do is see those pages -- View Source --

Check that meta tags out. They will all be same.

Many scripts have header include part and this part when included in pages where the meta tags are created from the content itself it works fine. But some top level pages are missed out by it. So it takes on the default meta tags specified by the user.

So check it out it is your script that is creating this issue for you.

As for having 2 URL's in same site with similar content. It is just archive issue. You can use robots.txt and exclude those URL/URLs from being crawled.

EX: You can exclude the /comment-page-1/ thing from robots.txt

if you absolutely need to remove the duplicate content, you can first block the access from robots.txt as mentioned by Nick. Then you can submit to remove the URL from Google WebMaster Tool > Tools > Remove URLs.

how do you know this was the reasoning you were penalized?

on dupe content, that is essential to a site... (which happens) you can simply block google's bot from crawling and indexing it'
