It means that google found the websites on the account to be of such low quality they wanted nothing to do with them any longer.

IF you have an account already you can log in to your account to find the pub id code - it's at the top right of the screen.

but wat if i dont have an acct yet?? the registration process ask for a developed website and i dont have one, i applied once and got rejected cus the link i used wasnt a developed site rep added thanks

Yes you need a developed site to apply. It might not be wise to apply with a dnf adsense template as it's just duplicate content.

The only thing I can suggest is make your own blog - it would only take a few posts - make it original. It can even be on google's blogger - they should approve you then.

it will not benefit you anything if you have other's pub id/code instead of yours, since your primary concern is to make money with google adsense.
when a site is banned, it will not appear on google.com if you do type this: "site:domain.com" replacing domain.com with the actual domain name.
