I am seeing that too.

Appears to be using Cloudflare.

I think a member here built the site but Whois suggests it changed hands.

That's right, I always used https

If they use cloudflare they can use a Page Rule to force https to avoid these issues.

Bad redirection. They don't redirect http to https correctly in .htaccess

They should fix it though, accounted that many people couldn't figure it out, even in this thread.
