If a domain name gets blacklisted by parking company (means when we park our domain then it shows secondary advertisements on it not primary advertiser shows ads on it).
Then if we develop it and put great content on it near about 50 posts then we apply for google adsense then google adsense will accept it to monetize their ads on it?

Parking Companies don't blacklist domains. It's not in their best interests to do so. Google blacklist domains. Blacklisting for Parking is different from Blacklisting for AdSense. So you should be quite ok to do what you propose.

if a parking company is giving secondary advertisement on a domain name then what we call these type of domain names?

Google says it's possible. But it's very, very difficult. You have to get rid of all the backlinks. One of my parking companies has told me they have never seen a ban lifted, ever. I usually just drop my domains in this status, even if they have value for the domain itself. You could spend multiple times the value of the domain, in time and effort, to get this unbanned, with almost no chance of success. I just move on to something more worthwhile.

If a domain is blacklisted, you will waste more money in time trying* to fix its status which likely will not result in anything positive than not. 999/1000 times - You would need a domain outside these niches pretty much and as stub said, pretty much reset all aspects about it. Unless its a .com super valuable keyword dictionary domain, id delete it from the account.

Are you saying outright google faillisted or SERVER IP BLACKLISTED.Are server ip blacklisted not "sellable"?

If you are an honest seller, you would inform the buyer of the status of your domain. They are unlikely to buy your domain.
