Domain Drop Time

What time do domain names drop? Is it still 6:30 EST or was it changed?
i was found this info on sitepoint:

One curious by-product of the new system is that the days of the 6.30am domain goldrush are over. Verisign have moved the drop time to 2.00pm EDT, presumably because this is more convenient for them and their American-based customers. They have also stated that all names will drop within a strict, 15-minute period that begins at 2.00pm.

Domains are dropping every minute of the day, the standard time of relise for .com is anywhere from 1pm - 3pm EST that is the "last" drop of the day or last time they get compiled by the various drop companys such as ExpiredDomains.com.
