Domain blocked for some ISPs in India

Cannot access the website and domain problems.in with certain ISPs in India like Idea, BSNL . Does anyone else face the same problem. If a domain will be blocked in India officially, is there any way the domain owner can find out the official reason why the domain has been blocked by one or more ISPs.
What is the procedure to get the domain unblocked?

This happen only with adult sites or malware sites

There is no adult stuff or malware,who to contact for the domain blockage

Blocking of websites in India is done as per Information Technology (Procedure and Safeguards for Blocking for Access of Information by Public) Rules, 2009. And such websites will have proper message indicating that website has been blocked as per order of Ministry of IT.

Try filing an RTI application with Dept of Electronics & Information Technology (DEITY) under Ministry of Information Technology, New Delhi.

Domain can only be unblocked only by Ministry or Court, who ever ordered blocking.
