I guess they didn't have the time or resources, and just decided to try and flip it.

Easy to shout out "development" - far harder to successfully execute.
If it doesn't sell (v likely won't) they will have to hold it...until the market catches up...or when it takes a wheelbarrow of worthless US$ to buy a loaf of bread...
And no - this one will not fetch the reserve or $1M.
Any buyer (domainer) wanting it would have bid not too long ago at the July 2007 auction - and I can't see what's changed in the meantime for another big domainer whale to take this turkey off him at his required price..
