Does .co.in owner gets privileged to register .in of same domain?

would like to ask if lets say .in is not out yet.. does the .co.in domain name owner lets say
domain.co.in gets the first priority to register the .in before others ?

kinda unfair for the .co.in owner if his/her website is developed into a high traffic forum or website n somebody just come in n take the .in n

yeah ... it's the same as com/net/org ... you develop a nice site on com and someone takes the net and parks it ...... they'll lose a bit of type in traffic .. but not much as most of the referrals these days are from search engine results....

Well right now we in malaysia
we are having a debate on .com.my owners getting .my as well beingthe firts priority..thats why i pop up the question.. of course .com.org those are exceptionals.. coz majority is voting .com.my gets .my priority first..
there are pros n cons of course but i guess if its successful then we are the lucky ones... just want to see how is the trend for other country tlds..

haha ..well there is such things.. where the developer never really see the good of getting the dot com as well..esp forums..whichnormally use .net
