advice Does ClientHold Status stops Transfer?

Is 'ClientHold' status of a domain name stops it from getting it transferred?
I am trying to transfer domains(expired some days ago) from Namesilo.com to Dotster.com but Dotster is saying to unlock them before transfer and contact the current registrar. And current registrar i.e. Namesilo is saying that only the status ClientTransferProhibited stalls or stops transfers.
Who is right here?
