Do you develop or at least rank a geo-domain name before selling it?

Developing a website can be quite time-consuming. I understand that it increases the value of the domain and a good search-engine ranking also gives it an SEO boost. Is it viable to sell geo-domains without developing or ranking them? Will a simple buy-now or Make offer page suffice while reaching out to potential buyers via outbound emails (and/or calls)?

I am referring specifically to geo+service domains here.

since most buyers spend between $200-$400 buying geo names.
I don't think you should put in the resources to develop it.
It usually isn't worth it, but you never know.
Besides geo's are generally for quick cash.

It makes for a more effective sales pitch to be able to say “this is what your website could be with this domain” but I agree that the average low $xxx sales price makes it overkill

Then there is the issue of doing all the work and then still not ranking and spend even more time fine tuning etc now your only selling off your time or even worse develop a lot to be hacked. Just looking at the downside as have had all these experiences. Unique content will bring traffic but that also needs to be updated once you start something it will gain momentum taking away your most precious resource time. You can get your head around designing or you can get your head around finding an end user with your own approach. By developing you are either adding value or capping value.
