Do I need a membership to bid in GoDaddy ?

I'm facing an issue while bidding on G0daddy. it says my id shopper is inactive. please anyone uses g0daddy for bidding. tell me if it's required to buy a membership or not.

I believe you have to pay for the $4.99/year membership except when buying domains in the GoDaddy Auctions "Bargain Bin" or "Closeouts" sections.
