I would like to have something everyone could use, even those with basic cell phones. It would seem downloaded versions would work better.

If you want downloadable game then your best bet is to just search for mobile games that are distributable via .jar file. To custom develop java based games figure a minimum budget of about $5,000 or more per game depending on the complexity.

I should have a good example of a browser based game live today for you to see.
