The short answer is no, you absolutely do NOT have to develop anything. But you should do something. You can simply park your domain at any number of services and hope for click through traffic. Many have done so, and your will look exactly like theres.
I am sure you have seen parked pages and didn't even realize it, but you also didn't stay on them for any length of time either.
The trick is to have either a parked page that doesn't look like one, or a website filled with content that you develop or "pull" from developed pages.
Two examples I have are these:

http://techniques.tv/
Both are based on different base software, but they do essentially the same thing: automated content. That means you don't have to mess with it, but the content is fresh daily.
The other way is to set up basically the same thing but to add your own content to it. Either way, the VERY most important thing is FRESH content. If you don't have something new for returning visitors, they won't come back. And the entire point is to have traffic increasing and not decreasing.
That being said, it also entirely depends on your domain name. If you have sex.tv, you can pretty much wait for the offers to come in and they will. If you have ILikeVideosOfKnitting.tv, you will have to develop it or you will never get an offer until the tv extension really takes off. Which is at least a couple years away if not longer for names that aren't great.
