What program do you use to create a design using CSS and layers? I do most of my coding by hand, but I am looking for an easier method that is less time consuming. I have used frontpage and dreamweaver in the past, but haven't used anything in several years.

I am curious what tools most designers use who design a lot.

It's not the coding by hand that does it. It's the lack of coding structure down to the point where elements are modularized. Figure this out for your particular style and it will help with speed.

Are you working with CSS/HTML only or are you mixing it with a scripting language?

The scripting language I can do by hand. I am looking for something to help with the CSS/HTML part with creating layers, etc. It seems Dreamweaver may be the popular program these days.

Yes, Dreamweaver is pretty good. Microsoft Expression Web looks pretty good. I've moderately used both.

However, you might find JEdit (free) to be worth a look.

Or maybe I am misunderstanding you because it almost seems as if you are asking what program can do that part easier/faster, correct (Dreamweaver should)? Or are you asking about good editors in general?

What do you mean by "layers" exactly? Would the CSS z-index property be useful to you? http://www.w3schools.com/css/pr_pos_z-index.asp

You also might want to read up on absolute positioning.

FYI, I use a text editor called Notepad++ for coding.
