I recently e-mailed Google to clarify whether you are allowed to blend your ad's borders into the background (effectively making them invisible). As you know, there's an AdSense TOS clause stating that all elements of the ad should be clearly visible at all times.
Well, here's the answer, straight from the horse's mouth!
There you go - it has alleviated my concerns regarding borders blending it, and it should hopefully help some of you as well!

Thank you for your email. To clarify our policies, publishers are
permitted to blend their ads into their pages by matching the color of an
ad border to the background of a particular page. The policy you've cited
refers to obscuring the ads by placing other elements of a webpage over
the ads, or making the text of the ad invisible.
Please feel free to remove the borders from your ads, and to blend your ad
units into your pages.
There you go - it has alleviated my concerns regarding borders blending it, and it should hopefully help some of you as well!
