Deal website, how much would development cost?

Just wondering if anyone can provide any suggestions as to where to start. There are many deals websites out there such as DealNews.com, DealCatcher.com, SlickDeals.net, etc.

Can Joomla (modified) handle the task and make it easy-to-use or would it have to be 100% custom CSS programming? I have no experience at web design but obviously I want to have full control of the content on the site. How do i approach such a project and what costs should i expect?

For a blog-like site like dealnews you'd probably be best off going with wordpress. There are quite a few plugins, however you may need some custom plugins written for increased functionality.

BTW, you're thinking of PHP, not CSS.
