Custom domain names?

How can you become a registrar that registers custom domain names like www.dot.tk or www.freedomain.co.nr? And how much it costs? Does it have something to do with ICANN??? Is it more expensive than becoming a simple domain registrar?

1st way, for gTLD - request to ICANN to become an registry. like .cat .coop etc..
2nd way, for ccTLD - find poor country and buy country code registry, like .tv .ws...
3th way, browser plugin, like new.net for example.
4th way, for third level domain like co.nr - buy short domain e.g. co.nr , and register subdomains under it...
