Can you code tableless + valid xhtml/css?

Yes for the most part all designs are tableless unless the functionality requires the use of a table. CSS is what all designs are based on. As for validating the code, this can be arranged for a small fee.

Yes, this can be done and in many cases is mandatory to tackle the goal of the project, however, this can slightly increase cost. I will always review your project description and let you know if it fits this specific offer, if your project is slightly out of scope you will know why as well as know what the additional features will cost.
