Could be a directory of CPA companies...
What I would do, if you are not looking to sell it that quickly, is develop it as such and have CPA companies register their services.

Then you can do a break down of CPA Companies by city.

Los Angeles CPA Companies
New York CPA Companies
Seattle CPA Companies
etc...

Just a thought...
