Please don't think I am questioning you, i am questioning that I am not understanding the Google keyword tool.

When I use the Google Keyword tool on that phrase it pops up with:
free background investigation
Global Monthly Searches 40,500
Local Monthly Searches 40,500

Teen car insurance
Global Monthly Searches 6,600
Local Monthly Searches 4,400

Am I just reading this all wrong or are these numbers considered low search volume ?

You're reading it right, but you've got the wrong match type selected.
On the left side of the keyword tool you'll see some tickboxes, it's automatically set to "broad", but it should be "exact".
"free background investigation" as an exact search only has 16 searches per month.

OMG <SLAMS FACE INTO THE DESK, OVER AND OVER AND OVER>...

I feel like the biggest dumb#$@ ever how in the hell could i miss that stupid little check box. i just went through my 45 domains and have realized I have wasted some good money because of this.

Out of all my domain names these are my top 3

waverlybookstore.com Monthly Searches-2400
typesofadhd.com Monthly Searches-720
typesofadd.com Monthly Searches-390

So to me I would think these numbers are very low, is there any reason for me to even ask for appraisal ?
