These are one type of IDN - International Domain Names. They are clearly not international for an English speaker (the language is ENGLISH) but they use symbols/dingbats and that's why they are categorized this way. It's also why it makes sense to post them in the regular sales category. Symbols are an anomaly so it makes the most sense to post them according to language used.

The idea is that they are obviously unique and eye-catching and a curiosity, so people would naturally view them when doing a search and this kind of domain comes up as a result. It can then redirect them to your "regular" site. So it's a great way to get traffic to your site.

If the site is decent and the viewer likes it, he/she will bookmark the site and access it from there. So those are reasons why the symbol doesn't have to be on the keyboard.
