It also depends on the nature of the name. dot-org stands for organization and names that are more likely to be organizations may actually have higher value as a dot-org.
For example, Democrats.org may have more value than Democrats.com, as well as other names that apply to political groups, schools, museums, etc.

However, for names that are purely commercial and not that valuable as a dot-com, the dot-org is probably worthless.
For example, I have the domain name BargainBaths.com which has commercial value, but BargainBaths.org is worthless and can be purchased at a registrar.
