Considering the sale prices of these vastly inferior names on .com, I'd say you have a real winner there. Easily mid-four figures; perhaps even low five if you could find a local buyer and pitch it properly (eg. a Chicago-based political, social or business group that promotes the city, the "local patriotism" which tends to run in metropolitcan circles.)

Most premium one word .us names sell between low to mid x.xxx

Something like Lawyer.us sold for 7.500

I couldn't find any recently sold .us similar city geo name in the databases (DNSaleprice, etc.), sure there are private sales.

Realistic value (imo) would be :

mid/high xxx - low x.xxx , reseller market
mid to high x.xxx , enduser

Very nice name though. I like it a lot. Just sounds perfect. Too bad the market for .us is not that good

It is rare that top tier City.us come available and Chicago is one of the best.

I have seen far more average .US cities sell for low $X,XXX at reseller venues. This one is worth a lot more than that.

In a way a major city in the native ccTLD is more appealing than a regular keyword.

I also think that pure ccTLD geos like this one are not without legal risks.

The official site is cityofchicago.org.
My guess is that as long as your site remains low-key and doesn't upstage them they tolerate you. If you take development to the next level this could re-shuffle the cards. On the other hand development is the best protection.
This domains is quite atypical.

Among the best keywords available in .us. Generally speaking, I think pure GEOs in their natural ccTLD are worth more than commercial keywords, as ccTLDs are geographic by nature.

There is always a risk with domains and geos like that are sensitive imo. It's the matching ccTLD and we are not talking about some backwater, zipless spot here. It's a major city.

It's not without reason that similar names are usually reserved, even in .us but some slipped through the crack. Maybe it's because Chicago failed to exercise their preemptive rights that the name was released, I don't know.

Years ago countries like Belgium or Switzerland had failed to reserve their own names in their own ccTLDs. It took them years to get the domain but they prevailed. Plus, the .us registry likes to cancel domains that it deems offensive (especially when it comes to the so-called 7 dirty words). Enforcement of FCC rules I suppose. Who knows if they have other tricks up their sleeve.

Maybe Chicago don't care. But I think the sword of Damocles has to weigh in on the appraisal. I don't know about the OP's TM but it's not bulletproof protection per se.

When .US launched the two letter state acronyms were were reserved for state and city use. The states were reserved as well.

Outside of those, as far as I know, the top cities were all released for public use. They were intended to be released.

I personally see no risk in a domain like this.
GEO are public places that fall under fair use.
