The question should say cheapest .fr registrar that provides a local contact. They tend to not be so expensive, but almost none of them will be a local contact for you. Most who will, tend to charge 4 or 5 times as much. Sorry this is not too helpful.

The cheapest ive seen is eurodns at 18 euro using a 20% off coupon.

Oh, ok, I didn't realize that you have a local contact address. Eurodns will not provide you with one. If you do not need one try 1and1.fr. I think that they charge 5,99 €.
